There are only two ways for a Senator to view classified documents.

In a SCIF by himself. Or have a person with the National Archives who has a classified clearance bring them to his office in a locked pouch and WATCH him view the document. No phone calls or photos are allowed. The documents are then returned to the pouch and returned to the National Archive. Now YOU tell me did he smuggle them out from under the nose of the National Archive person or did he remove them from the SCIF.
