Wrong. Possession of the Classified document is a crime AS LONG as you illegal possess them. (Ongoing crime) They were returned to the National Archive in 2023. Biden has till 2028 before the statute of limitation has run. He can still be prosecuted for possessing them.

One she should probably have been prosecuted for is her withholding evidence and using child witnesses in several prosecutions of daycare workers and centers in Florida that were all later overturned with prejudice because the prosecution's evidence was so tainted. If not charged, she certainly should have been disbarred.

Reno was a mediocre liar... err, lawyer, and as Attorney General equally if not more so, even egregiously so, incompetent as in her previous prosecutions. Her handling of Waco and the whole get rightwing militia groups persecutions blew up in her face. Waco wasn't the first such attempt at going after such groups, but it was the most obvious and disastrous. It was and is clear that the ATF wanted the arrest of Koresh to be a massive publicity stunt as much as anything else or the MSM wouldn't have been invited along to witness and video the ATF in action.
Of course, that ended in disaster. On the other hand, the ATF could have easily pinched Koresh on one of his frequent trips into Waco away from the compound, but that wasn't what they wanted. They wanted it to be high profile and a publicity stunt.
Instead of defusing the situation, Reno let the DoJ escalate the situation into the disaster it became.

ATF is a redundent organization . It can be absorbed into other government agencies. Congress had made noise about doing that . The ATF was trying to prove its worth. As you said Koresh could have easily been arrested during a trip to town but that would have been sensational enough for the ATF.It was, at the time, the latest in a string of raids the ATF had made on purportedly "Rightwing militia groups." There were at least two prior in Arizona, and several in the Midwest and Great Lakes region. Most of these cases fell apart over time but the ATF destroyed the lives of many people for persecuting the political goals of the administration at the time via Janet Reno.
It would be this string of raids that were highly publicized at the time that pushed Timothy McVey and James Nichols into building a truck bomb and retaliating against the federal government for what they saw as a declaration of war against the far right.

No. The legal standard is you can't charge a crime when the statute of limitations has expired. The standard is the same for everyone.
