She probably made her millions, after the collapse of the soviet union, due to political connections and influence. That was the nature of the rise of plutocracy in the former soviet union. It wasn't a meritocracy. It was based on who you knew, and if you had friends in high places.

As a communist party official, and alleged public servant, she was potentially in a position to influnce the scope and nature of the privitization of state assests, was privy to inside knowledge about it (not available to those outside the inner circle), and was in a position to pounce on those state assests once privitized. She probably had opportunities and inside information that were not available to other educated, qualified people.

It's akin to representative Billy Tauzin writting the infamous pill bill, which gave billions of dollars to insurance companies, and then leaving congress to accept a CEO position and a mulit million dollar salary at a drug company.

I'm not sure if you can see anything wrong with that, but I do.
