No, they are ruling Trump committed fraud, that’s the case before them. The bank has not been indicted for any crimes.
I do not know, they make business decisions. Maybe the same reason I have turned down three potential clients who wanted to sue Trump.

It's their job to verify and appraise the property.. not Trump's job or the borrower! It is the bank's decision to order an appraisal or not!

The bank accepts the borrowers values to be accurate. Trumps were not! He lied regularly.
What an owner thinks his land is worth is one thing what the bank thinks it's worth is another thing.... What the tax appraiser thinks it's worth is another thing
Again I can think my car is worth $50,000..KBB thinks it's worth $30,000... County tag office thinks the tax value on it is 25,000

All true, that does not excuse fraud.
It is a civil enforcement of a criminal law. The State is allowed to enforce Criminal fraud in a civil context. You cannot put a corporation in jail, but when they violate criminal laws in NY the AG is allowed to sue them and the court can take action in equity to punish the Corporation.
