No you have not. Highlight the part in her quote where she says she wants to abolish the prisons.
"Defunding" means to stop funding. These cities cut funding, they did not stop funding.
The increase in murders is a nation-wide trend since 2020.

Defunding the police was intended to take some of the huge budgets that police have and hire professionals to deal with the problems police make worse and more dangerous. There are communities that do it and love it. They have psychologists and social workers defusing citizens with problems. Defunding the Police was a wrong and bad name for it.
