First, to answer the OP question; not necessarily. It can be as stepping stone just like drinking a beer can be a stepping stone to alcoholism.

Secondly, and most importantly IMO, is that any move to empower the Federal government over the States, much less all American citizens, is a move toward authoritarianism. Does it really matter if that authoritarianism is a wannabe-fuhrer or a politburo? No, it doesn't matter since it's still authoritarian rule.

It depends what the OP means by socialism. I don’t know of any case where social democracy led to communism.

Most countries of western Europe have universal healthcare, public ownership of certain industries, and free higher education (all of which Bulletbob might call “socialism”). None of them are communist.
