The plan was always to defeat Japan after crushing Hitler.

That said, we had no intention of entering the war, but we did send military hardware to Europe in their efforts against the Germans. It wasn't until the attack on Pearl that we were "officially" at war. We did prioritize much our efforts to defeat Germany.
