The Jefferson reference specifically says "state's power," and the Wiki article is written by someone who is ignorant of the 10th, since it clearly does not create "rights" for the state governments.

Governments have powers over the people, and, in some cases, the exercise of their rights. The founders wanted to limit the scope of federal power as much as possible, leaving local and state powers to broadly conduct the business of the people. At the very least, a minority who found his rights abused in one state, had the option to move to one of twelve other states.
