Monarchs didn't allow it. The elite seeks to keep the public dumb so they can be more easily ripped off. That is our battle. A smart public would not fall for Fox nonsense. We can have Fox; We can have the 1st Amendment as long as we are smart enough to know what BS Fox is. The challenge is to share the knowledge.
