An armed citizenry is usually used to overthrow democracy and install a dictatorship. Again, that's what the Bolsheviks did in Russia, which created the Soviet Union.
He's undermined journalists and any media that criticizes him as being "the enemy of the people." He's given family members positions of power. He's sided with other dictators, such as Putin and Salman, over the CIA. He worked with foreign powers to rig an election. He's called for violence against protesters. And he complains about how much better things "used to be."
Now keep in mind, I'm not saying Trump is a Fascist. What I'm saying is that he does Fascist things and, maybe unintentionally, is causing a culture of Fascism. This is pulling America in the direction of Fascism.
Are you referring to this quote?
"While I believe I have the authority to carry out this military action without specific congressional authorization, I know that the country will be stronger ... and our actions will be even more effective if the strike is authorized by Congress."
If Obama had the legal right to carry out military action without congress, then it doesn't make him Fascist to do so. The fact that he still wanted congress' approval means he respects checks and balances.
Unless you're referring to something else.
