No, it's not. It's a word that means that someone claims it, and that the claim is not 'proven' by some relevant standard - in the case of criminality, by a trial verdict even when the evidence is strong.

Until conviction, it has to be assumed that it's not true. That would be guilty until proven innocent.

It should. The word allegedly is not proof of guilt. No one should be presumed guilty for allegedly committing a crime.

Goerge Zimmerman allegedly murdered a kid, even though that never happened.
