Making more bad laws to compensate other bad laws is never a good idea. All that does is give the government more power.

That's because there wasn't anything resembling medical insurance. Even during the Civil War when someone was shot in the arm or leg it either healed on it's own or it was sawed off, often without anesthetic and that was 70+ years later. What would have qualified as medical insurance or even medical care back in the 1700s?

It's called using common sense and the welfare of a country depends on the health of it's citizens. It is not necessary to specify medical treatment anymore than it was necessary to mention Congress' power to investigate.

As Madison stated, "But the idea of an enumeration of particulars which neither explain nor qualify the general meaning, and can have no other effect than to confound and mislead, is an absurdity..."

In other words stating every possible circumstance when it's obvious it belongs under the general meaning would be absurd. The Congress is tasked with keeping the country safe and providing the opportunity to secure the blessings of liberty and that involves securing the health of the citizens.

Also, medical care wasn't specifically mentioned as there was no specific way to accomplish that at the time the Constitution was written. Do you honestly believe Madison wouldn't have wanted the government to offer citizens health if he knew of a way?

They had land, plows, water and seed; all are necessary for personal welfare as you have defined. They also had doctors and health care. Yet none of these are enumerated into the Constitution.
