In light of Putin's failures in Ukraine, military analysts now consider the Russian military a second rate power which is not a peer of the United States military, or even smaller NATO forces like France or Britain.
An attack on one is an attack on all, is not a call to war. An attack means the war has already started, and then the rest of NATO joins in.
For example, when Turkey attacked Cyprus, the rest of NATO did not join in. That was a war started by a NATO country, not a war started by attacking a NATO country.
NATO is a defensive organization.

No, each NATO country decides for itself whether it is self defense or not. So when Turkey claimed self defense in the invasion of northern Cyprus, or northern Syria, no one else believed them.
