WRONG. The 2nd discusses TWO rights, not one. The right of a State to have a militia for self defense, and the right of the people to carry arms for self defense.
 
The original intent was that all citizens should be familiar with the use of guns so that they would be better suited to service in a militia. Open carry was the standard of the day. You, as usual, haven't a clue.

Militias typically had arms of their own, issued by the State that organized the militia. Many States still have active militias. The militias have NOTHING to do with the personal right to self defense or the right to carry arms.
