That is total incarcerated with 92% in government prisons. I gave the private prison numbers because I was responding to this post:

"Millions of Black Americans are locked up in white owned for profit prisons because of the color of their skin." [TTQ64]

The total incarceration has nothing to do with the post I was responding to.
