I'm slamming my head against a brick wall elsewhere on that. But I appreciate the opportunity to put my views.
I don't have a problem with CCW, I have to make that clear. As I understand it - and I have to generalise - the requirements are stringent. But being competent with a firearm, say a handgun, doesn't give anyone the skills to take on an active shooter. The variables are too great. It's been put to me that a CCW citizen could pull out their weapon and shoot dead the active shooter. The problem with that is that that would require a re-alignment of the universe. The luck involved would be so strong that the Earth would be tilted off its axis and would go spinning into the Sun. Of course it could happen. A shooter could pull a firearm and begin shooting and a CCW permit citizen standing behind the shooter could grab their firearm and shoot the active shooter in the back.
I've got a lot more on this but I'll leave it at that.
