His NY campaign had to do it, because these were not hand made banners, they were professionally done, and that costs money.

Actually covering signs would be foolish. I haven't seen that anywhere.It's not foolish, it's great fun! Some of the biggest laughs my friend sue and I have had, came from doing this. You should see some of the banners we have come up with.

Maybe in your area. As far as I know it isn't illegal. You constantly see "Welcome back, Cpl. Johnny." Or "Congratulations Mr. and Mrs. Newlywed!" hanging from an overpass here.Umm that is part of the highway right of way. and I know it is illegal to post any non approved sign on any interstate highway right of way.
