Redefinition fallacy. An American is anyone living anywhere on the American continent.
The United States of America is NOT America. It is just nation of many on the American continent. Russia is not in America. It is in Asia.

A citizen of the United States is simply called a citizen of the United States (or a federal citizen).
Most citizens of the United States are also citizens of their own State.
American indians on reservations are citizens of the United States, and of the tribe and their confederation (if any), but not of any State.

Illegal aliens are not citizens of the United States, but they may certainly be citizens of America. The DID break the law coming here, and are subject to deportation. If they break other laws while here, they are subject to additional penalties before deportation.

Citizens of Russia are also citizens of Asia.

Everyone on Earth is a citizen of Earth (assuming there are no spacecraft landing aliens!).

This is for those caught crossing the border.

For those elsewhere, a hearing is conducted to determine of they are an illegal alien, or it may come up in an unrelated court case, which is sufficient for expedited removal. No further hearing is necessary.
