Congress authorized the military action. Why would they have to do that if the President can act all on his own?

Moving the goalposts doesn't mean Congress didn't have to act for the military action in Iraq to be legally sanctioned. The law requires that Congress authorize any military action within a certain time frame. In the case of Iraq they authorized it before the military action.
