The lower court is correct here. The State supreme court has no authority to change the Constitution of the State of Pennsylvania.

Of course that's true. If you want to change the state constitution, you have to go thru the amending process. PA didn't do that. Every election in PA should have been thrown out but the DNC bribed the judges to look the other way.
