Oil companies won't stop selling in NY state. They'll just raise the price of their products to cover the fees the state demands. Gas goes up by say a dollar-a-gallon overnight. See how popular that is with the public and their elected officials...

What can NY state do about that other than whine? Price gouging? Yea, that'll fly like a lead balloon, unless of course the oil companies have to deal with courts and judges that are corrupt, biased, and willing to simply find for the state regardless of the law and facts. I'm absolutely correct. I've had to go through that discussion several times here alone. Some Lefty brings up oil subsidies, etc., and then lists them. I go through the list eliminating bullshit ones like accounting methods allowed by the IRS and such along with things like specific research into stuff like special fuels for the military, and what's left is a tiny fraction of the total US subsidies.

They then bring up how other nations heavily subsidize them. That's irrelevant to a discussion of US subsidies and I point that out.

Solar and wind receive direct subsidies to make up for their negative profit margins. Even with those, companies are refusing to build things like offshore wind farms because these are horribly unprofitable. There are solar industries going back to Obama's administration that got tens, even hundreds of millions and still went bankrupt. EV charging stations? Don't even go there. Those are such a horrible loser economically it's surprising any get installed at all.
