9 For the Lord's portion is his people; Jacob is the lot of his inheritance.

The high god divided shit up among the lesser gods and Yahweh got Israel.

El was the top god. Yahweh was merely one of his 70 children. Asherah was El’s consort. Later she became Yahweh’s.
