That 'gender' somehow means something other than the sex of a person, and is instead some kind of psychological disorder, that is somehow a benefit to the person suffering from it. it's ignoring English, of course, and it is often hard to translate Liberal, but this seems to be the current meaning of 'gender' in Liberal.

This is the best that I can come up with as well.

They keep talking about "feelings" and "identifying as [something other than what they biologically are]", so I concur with your conclusion that 'gender', in Liberal, at least for the time being, must be a vague reference to some sort of psychological disorder. Liberal seems to never have any clear word definitions like English has, and there sure are a lot of buzzwords that I have noticed them use with regard to sex/gender.
