You don't change the electoral votes when no fraud or actions were found that would have changed the election results. You are basically giving the opponent the votes of the winner. They still have all the paper ballots that were sent to the registered voters. You are disqualifying all the legal voters because of a few that might not be legal.

They ARE federally mandated. See the Constitution of the United States Article II and several amendments that affect voting rights.
