There is so much wrong here, it is hard to even list them all.
First, always report a failure to pay immediately. The more time you allow a mistake, or fraud to go by, the more trouble it will be to correct. If someone in payroll spends three months stealing your paycheck, chances are you are getting none of it back.
Some people live paycheck to paycheck, so missing a few months of paychecks will really hurt them. But even people who have months worth of savings will be hurt by having to take from it. That is money that will not be giving you a return, and money that will no longer be in savings to protect against future emergencies. With retired people, it might be money that has to be taken out of 401k's or IRA's, which cannot be put back. Its capital gains will start getting taxed.
Lutnick could not be more wrong about "fraudsters" complaining. Fraudsters want to stay below the radar, and rarely complain. It is people who earned the money that complain. Stop paying a workforce, and the workers will complain. The people who do not work will quietly slink away.
