People who admit they're cheating to get cheaper insurance.... Or to get other Benefits... Being laid off is not the same as being fired...

Yep AFTER it has hurt a lot of Americans.
When you are going to cut waste and fraud you don't cut first then go find the waste and fraud you FIND the waste and fraud FIRST then cut it.
That way you don't fire ( lay off ) thousands of workers who now you have to go back and try to get them to come back and work for you, and IMO some of them are saying what the fuck if they can lay me off on a whim this time they can do it again, I am going to go see if I can find a job some place else.
And we lose some good workers.

I thought you were talking about me. I took a job partly to get cheaper health insurance. Working at a job is not "cheating."

Technically, being fired is for cause, while being laid off is for business needs. So if the factory gets shutdown, you are laid off, not fired. If you get caught stealing from the factory, you get fired, and not laid off.

Depending on the state, different levels of cause can make a difference in whether you get unemployment or not.
