Absolutely. The experienced, competent people are going first because they make the most $$. It's not about streamlining or efficiency. It's about ridding the govt. of its most capable (and highest-earning) ppl and replacing them with toadies and loyalists. Our NWS office is a good example. The three longest-term employees took the buy out offer and left. As the oldest of them, a 31-year career meteorologist, told a reporter: "I wasn't ready to retire, but it was take the offer or risk being fired with no post-employment benefits."
