So the only qualification that you can think of for Phelan is he is currently a civilian, which is a requirement for this office. There are several billion other people who are currently civilians.

Undereducated leftists readily identify themselves by pretending that appointed positions being filled by political opponents somehow require qualifications that they really don't.
You have to admit that it was very stupid of you to assert that someone is somehow unqualified for a position after you just finished explaining how he meets the requirements.
There is a reason "we" do not give the job to anyone in the US Navy..
It used to be that both sides had qualified experts who could do each job. We used to disagree on policies, but we had to agree the other guys had basic qualifications.
Now the alt right is actively against all experts. Knowing how to do something disqualifies you in the eyes of the alt right.

“It is my great honor to announce John Phelan as our next United States Secretary of the Navy!” Trump said, in a statement. “John will be a tremendous force for our Naval Servicemembers, and a steadfast leader in advancing my America First vision.”
Phelan heads Palm Beach-based private investment firm Rugger Management and formerly managed the investments of billionaire Michal Dell.
His sole qualification for the Navy job seems to be that he helped the Trump campaign raise a lot of money.

Nope. If we examine the past, we find just as many appointments were of people who were selected for the job because of their loyalty to the President and their willingness to effect the changes required.

1. The Democrats began the program of WOKE appointments, of ideologue saboteurs intending to cancel the Constitution, one piece at a time.
2. There is no alt-right, just as there is no Qanon.
3. Donald Trump is appointing all qualified individuals who will effect the changes that We the People demand, which is the only qualification that We the People require. None of your other "qualification requirements" do We the People actually require.
The alt right has an actual hatred of experts, and even just competent people. This is no longer about just a disagreement on policy, where both sides have experts on their side. This is a disagreement over whether people who know what they are doing should do a job.
