trump is required to given a written reason to both the commissioned officer, and Congress. he can then sideline them, but not fire them. It becomes an issue to appoint someone new to the position without Congress' approval.

Lincoln sidelined generals. He never fired them.
No, he isn't. That's not necessary, but rather a courtesy. Lincoln fired McClellan. Truman fired MacArthur. Trump can do the exact same thing if he so desires. Even if they retain their rank, they have no command authority or staff assigned to them.
