Ah, Trump nominated Brown for the same position back in his first term, and it was Miley and Austin who headed the withdraw, and if you want to talk fuck ups, it was Trump who negotiated a withdrawal agreement with the Taliban that excluded the Afghan government, freed 5,000 imprisoned Taliban soldiers, and reduced US presence to 2500 before Biden even took office

No, he isn't. That's not necessary, but rather a courtesy. Lincoln fired McClellan. Truman fired MacArthur. Trump can do the exact same thing if he so desires. Even if they retain their rank, they have no command authority or staff assigned to them.
