There was no retirement back during the Civil War, so he would have had to take away their commissions to fire them. That would have required some sort of disciplinary hearing. Lincoln sidelined McClellan. Truman stopped deferring MacArthur's retirement

Lincoln replaced McClellan with Ambrose E. Burnside, and Fitz-John Porter—who would soon be court-martialed for his actions at the Second Battle of Manassas—with Joseph Hooker.
