Define: verb "to... identify the essential qualities or meaning of"

That's not the ONLY definition of "define" but it is the one controlling of this conversation. Only you and your socks actually think this weird word game you are playing is insightful or intelligent.

Incorrect. You are describing "usage.". If one dictionary were to have the definition of a word, all other occurrences of the definition would have to be exactly the same. However, what dictionaries have are helpful descriptions of usage so that you can use words to better communicate.

There is no authority in the world that gets to define any word.

Maybe you should get ahold of a dictionary and look up the word "define". You might learn something.
