For every good cop that does turn the bad ones in, there's a PBA rep who protects those bad cops from suffering any real consequences for their actions.

About the past complaints against Chauvin? Easy, because the judge wouldn't allow the prosecution to invoke those past complaints in this trial, but did allow the defense to dredge up Floyd's past.
And the "good cops" did nothing because even after those complaints Chauvin was still on the force, still putting knees on people's necks.
