More people are killed by cars, then there are by guns; so we should first find a way to keep cars out of the hands of the mentally ill.

I don't know the policy in D.C., but in NYC the police are prohibited from firing at a moving vehicle, even if the vehicle is being used against them as a deadly weapon, if the vehicle is the only deadly weapon. The belief is that if a shot hits the driver, the car can continue on, up onto sidewalks, etc., and take out innocent pedestrians.

An exception would be if the driver was shooting a firearm out the window or something.
