Of course they did. That's what Statist Capitalism does. Wealthy 'robber barons,' industrialists, and the rich collude with the dictatorship. They get to keep their wealth and companies. All they have to do is follow the government's (dictator's) directions and commands. Like nobility of old in fealty to a king, statist capitalism is the new version and it amounts to a form of socialism.
