That's the other side of it: Enforcement. Stop and frisk, "broken windows," zero tolerance, and the like. You shoplift a candy bar and get caught, off to jail and you get tried and a fine when convicted. Graffiti isn't tolerated. Property in disrepair gets cited. People won't tolerate your crime, and the government won't overlook it.
