I question that too. It was a split-second decision and results count: The lady in pink ran away unharmed and the attacker was down.
As for how to neutralize an attacker in a life or death situation; we lack the tech. Non-lethal weapons aren't always non-lethal. They also aren't always effective depending on the size, medical condition (including drugs) and attire of the suspect.
It's one thing to take the time to try to Taze a nutjob in the street swinging a knife, but it's another where one armed person is in the middle of attempting to murder another person.
A beanbag shotgun might have worked, but as the video shows, everything happened so fast after the cops arrived, it might not have been effective enough to save the lady in pink.

It was part of a discussion on lethal force in such a circumstance. I was pointing out that a police officer rolling up to a situation where one human being was trying to murder another human being with a large knife would be risking the life of the person if they used non-lethal force although a couple of bean bags might have done. Too bad for the dead woman that she didn't slow down enough for those shotguns to be retrieved.

The cop was around 8 feet away so he could have gotten to the attacker under 0.5 seconds.

The US is #3 behind the behemoths China and India by 2/3s but our national GDP is #1 on the planet. China is #2, a full third behind and India drags in #5 with a GDP less than 14% of the USA. If the world is going to have non-lethal tech, the US is in the best position to fund the R&D.

As to my question, the weakest spot is obviously the area under elbow. Hook the attacker's arm with your arm like the monkeys do in a Barrel of Monkeys game. Would be hilarious to watch the attacker stab herself in the face if the cop did that.
