govt is not capable of making people good.
it can punish people for being bad (breaking laws) and this sometimes provides deterrent to being bad but it does not make people good.

People. They've been working this out for tens of thousands of years. Then they started codifying it, a good example of that is Common Law.
I'm a Christian so I believe all this came from God but not everyone is so I'll generally be ok with Common Law.

not sure what you're talking about in the last sentence but it sounds like rights. Protecting individual rights is just part of law and order.

What you're saying is quite conventional. God orders the universe. Government gets out of God's way. Basic conservatism.
God does not order the universe, he does not want slaves, he wants love.
