A person is assigned "make-work" to keep them occupied or to otherwise make a "show" rather than something effective or productive.
In this case what they are saying is that TSA is to make you feel better, not to actually make you safer as what they are doing is ineffective.
I disagree with this assessment, I think they genuinely attempt to make people safer using stupid laws that will not allow even a simple profiling of activity. I believe that there are better ways to do this as evinced by the way Israel handles it, they are extremely successful without grabbing random peoples junk or putting on lesbo porn shows for the random voyeur.
I think most of the people sleeping in chairs were on breaks, not the guy next to the machine just most of the people in chairs. Likely waiting for a fellow employee to get off their shift and give them a ride or some other such.
Anyway, I think like any other group of people there are good and poor employees among the TSA. That it is likely that if you sleep on the job you will lose your job. Personally I would bring a book to one of those graveyard bore shifts... but that's just me. I just don't assume that somebody is "racist" if they say something like bravo did. While I think they are judgmental, and may be too hard on a group of people doing an uncomfortable job for a largely unhappy and unthankful group of people, I don't necessary assume "racism" at every turn.
