I don't think Maryland wants DC back, I've never heard anyone of significance in Maryland say that. And for sure DC residents don't want to be part of Maryland.

If I had to guess, Maryland doesn't think DC has a sufficient tax base to be worth the trouble to take back.

The land originally belonged to Maryland. There's also the fact that DC is less than 68 sq mi. The smallest state Rhode Island over 20 times larger at 1,545 sq mi. I strongly doubt other states would approve giving such a small area two Senators and a Rep.

Ergo, the simplest and most practical solution to giving the people living in DC Congressional representation is to reattach them to Maryland....or maintain the status quo.
