Please complete your thought because that doesn't mean anything. There have been many types of jirgas in history. If they govern a state, and the people who they govern elects them, it's a democracy. Otherwise, it's a dictatorship. The same goes for ANY other type of governiing body you can come up with.

There are thousands of elections in America every year. They are all decided by the most votes, except one, the presidency. There have been several attempts by both parties to make it a popular vote. They failed. Since the electoral college now favors the Repubs, they will not go along. We are stuck with this atavistic measure that was installed in the beginning to appease slave states.
 
The problem I have with your position is that it does not allow States to decide their votes. The States are supposed to be voting on the President, but you want to tell each State how it must decide its vote. If a State wishes to implement a "winner-take-all" approach then that is the right of that State's legislature, just as you individually have every right to vote straight party ticket if you wish.

Would you prefer every State get one vote each and dispense with the pretense of people voting?

I don't assume state govts. are somehow less corrupt than the Feds. One elector for almost 300,000 voters is ridiculous, so I would prefer a better system. I also think straight party voting should be banned as well. Just leave the rest of the ballot blank when you don't have a frigging clue about the candidates, the only reason for such a box on the ballots.

I get it. The point is that we need a system whereby the State legislatures select the President. How would you go about accomplishing this? The current Electoral College has the advantage of factoring in the people. How would you change it?

No, I said we should outlaw 'winner take all' and get rid of the electoral college or reform it, something that was done in the past; it is not the same 'electoral college' of the Founders, and it isn't representative of voters. We didn't even elect Senators until the 17th Amendment, in 1913.
