In 1961, the United States sent it's first offensive to Vietnam, ordered by Pres. Kennedy (a democrat). The war finally ended under the Nixon administration.

The War in Afghanistan, which lasted 20 years, came about due to the weakness of the Clinton administration, and the resulting WTC raid.

The President, being the US' top diplomat, has broad latitude in executing international agreements ... or not.
