To be issued a Standard Massachusetts Class D or M driver's license, you need to provide (1) proof of identity and birthdate, (2) proof of social security status, and (3) proof of Massachusetts residency.

Requirements include proof of identity, such as a foreign passport, consular identification card or military identification document. Those who don’t have an SSN must present a Taxpayer Identification Number (TIN). a police officer can ask for your identification for any reason, they just can't do a search for any reason

You can't be arrested for not having an ID, it's not a crime. But you can be detained until your identity is verified.
