1) Even taking the link at face value, primarily relying on your own manufacturing base for medical supplies (the manufacturing sector that Obama insisted would never come back before President Trump resurrected it in recent years) is compatible with also asking others to contribute something, instead of us always doing all the giving (especially since this entire outbreak is the fault of foreign powers).
