Biden doesn't produce oil. Oil production has not yet reached what it was during the Trump administration.
The original post had a link to the Department of Energy, and their data on oil production.
trump killed the oil industry, and that caused a massive drop in production. Biden is rebuilding the market, which is rebuilding oil production.
The Strategic Oil Reserves is crude oil, which cannot be used in military operations. There are stockpiles of refined products for the military.

Usually a killed industry would have no production, not rising production. Even trump did not completely kill the oil industry allowing the oil price to go negative.
