I am not ignoring it at all. You are ignoring the fact that the country of manufacture is where the tariff is imposed, not the country that owns the factory. Penguins don't manufacture anything so no country will be building a factory for penguins to work at. The fact that Trump imposed tariffs on uninhabited Islands only shows he put no thought into the tariffs. No reasonable person would expect penguins to manufacture items for a Chinese company to ship to the US to avoid tariffs.
