If you read the order more closely, the current President inherits that decision making power over ALL previous documents as well as ones generated during his own time in office. So, any President, not just Trump, has the authority to declassify any document he chooses.

The FBI can tell the difference between data on a computer that isn't marked classified but should be classified and documents that contain a heading that states they are "classified" while contained in folders that state "classified."
The FBI can also understand how someone can not know that something that is not marked classified is classified and how someone that has eyesight and reading capabilities of a 6th grader can NOT not know that a document that clearly states it is "classified" is covered under a subpoena that requires they turn over ALL documents marked "classified."
