It's an interesting phenomenon that truly stupid people often perceive others as dumb because their dim powers of comprehension often lead them to ascribe “stupidity” to the expression of any ideas or views their tiny little brains cannot grasp, and which contradict the simplistic rote-learned narratives they unreflectively assume to be correct.

Like Trump unironically claiming to be a “genius” and calling people with vastly more intelligence than him “low IQ people”, it is not uncommon for complete cretins to be under the delusion that other people are stupid and that their long utterances and joined-up writing are little more than babbling and incoherent scribbles.

They are too dim-witted to realise that it's actually above, and not below, their painfully low and stunted comprehension level.
