High end chip production has become a complex international network of sole providing experts. It would cost quite a bit of money and time to try to replace that.

GM was not completely controlled by the government, so by your theory that would not be nationalization.
In fact, there does not have to be any control to make it nationalization. If there is government ownership or control, it is nationalization. Intel is being 10% nationalized. Well, a little more than 10%, because trump is demanding golden share rights to have full control under certain circumstances.
Humanity is on the verge of making robots that can do most of the actions of human beings. Two thirds of he companies that make the components of these robots are in China. That leaves one third that is outside China, which is enough for us to progress as long as we have strong alliances.

There is a lot of specializing that goes into making high tech components, which require specialists. That takes decades to develop. trump is eroding our universities as we speak, so the clock on those decades would start when he left office.
The Chinese are within months or maybe a few years of cost effective general robots. We do not have decades.
With the industrial revolution, you were either one of the first, or you were in the third world. There were second and third waves of opportunities to get into the first world, but they were more difficult, and massively delayed.
There is a real chance we may end up in the new third world (with the third world slipping into the fourth world). If we end up in the third world trap, it might take a century to get out of it... And we might never.
