It actually is true. Now the imports of equipment to build American manufacturing will require 15% tariffs, and an absolutely huge amount of origin paperwork. That is true about parts, also, no matter how minor.
Manufacturing in the United States is not subject to tariff, Wally.
It is still unclear how high tariffs will be on chemical inputs from Japan. But the paperwork requirements will be worse.

This is all adding months or even years onto a race where weeks matter.

and IF a company is going to invest billions in new infrastructure they want to see a good ROI.

and if it is cheaper for them to keep importing the parts they need to build their product they will keep importing them.

Taiwan has never signed a treaty ending its war with China, they just created a ceasefire. South Korea and North Korea have never ended their war, they just created a ceasefire. These are technically war zones, but with frozen wars. In theory, the wars could start up again at any time.
