The high end chips themselves are produced in Taiwan and South Korea, both are technically war zones. Taiwan is very nervous about making themselves not essential. They believe that because of their importance in chip manufacturing China will not invade them. Taiwanese call TSMC "the sacred mountain that protects the country."

Corporate taxes are a tax on profits. They can be more easily swallowed. Whereas a tax on inputs is a tax on everything, not just profits. That pushes companies into loss territory, and must push up prices.

And AGAIN stupid it take TIME to build the infrastructure to make everything here and IF a company is going to invest billions in new infrastructure they want to see a good ROI. and if it is cheaper for them to keep importing the parts they need to build their product they will keep importing them.
